REGULATORY IMPACT ASSESSMENT (RIA)
Regulatory Impact Analysis (RIA) is a systemic approach to critically assessing the positive and negative effects of proposed and existing regulations and non-regulatory alternatives. As employed in OECD countries it encompasses a range of methods and is considered to be an important element of an evidence-based approach to policy making (OECD, 2008).
Parliamentary Budget Office (PBO) within its current mandate does not have any official obligation concerning the Regulatory Impact Assessments. However, taking into account its role governing the examination of the cost estimates of the bills, there have been number of capacity building activities carried out by the Office since 2015 with the support of USAID Good governance Initiative (GGI) and EU Project “Legislative Impact Assessment: Drafting and Representation”. As a result, since 2017 PBO has been actively engaged in a number of working groups initiated by the parliamentary committees on Regulatory Impact Assessments (RIA) and Gender Impact Assessments (GIA) of specific policies (PBO’s role in these groups was mainly related to cost-benefit analysis (CBA)):
- Regulatory Impact Assessment on Drug Policy of Georgia – within the working group set up by Healthcare and Social Issues Committee at the Parliament, with the support of USAID Good Governance Initiative (GGI).
- Gender Impact Assessment on Drug Policy of Georgia – within the working group set up by the Gender Council of the Parliament of Georgia, with the support of USAID Good Governance Initiative (GGI), United Nations Development Program (UNDP) and National-Democratic Institute (NDI).
- Regulatory Impact Assessment on Employment Mechanism of Georgia – within the working group set up by Human Rights and Civil Integration Committee of the Parliament, with the support of GIZ law program.
- Gender Impact Assessment on Labor Code of Georgia – within the working group set up by the Gender Council of the Parliament of Georgia, with the support of USAID Good Governance Initiative (GGI), United Nations Development Program (UNDP) and National-Democratic Institute (NDI).
- Regulatory Impact Assessment on Antidumping Legislation of Georgia – within the working group set up by Sector Economy and Economic Policy Committee of the Parliament, with the support of USAID Good Governance Initiative (GGI).
- Regulatory Impact Assessment on Social Cutting Code of Georgia – within the working group set up by Environmental Protection and Natural Resources Committee of the Parliament, with the support of USAID Good Governance Initiative (GGI).
- Regulatory Impact Assessment on Mandatory Immunization in Georgia – within the working group set up by Healthcare and Social Issues Committee at the Parliament, with the support of German International Cooperation Agency (GIZ), USAID Good Governance Initiative (GGI) and Government for Growth (G4G) initiative, EU project on Legislative Impact Assessment: Drafting and Representation.
- Regulatory Impact Assessment on Sports and Physical Activity of Georgia – within the working group set up by Sports and Youth Issues Committee of the Parliament, with the support of USAID Good Governance Initiative (GGI).
- Gender Impact Assessment on Sports and Physical Activity of Georgia – within the working group set up by Sports and Youth Issues Committee of the Parliament, with the support of USAID Good Governance Initiative (GGI) and National-Democratic Institute (NDI).
